in any pokemart No you can get a REPEL in ANY pokemart... that's the regular one.... A max repel is available in and after veilstone city.......(Veilstone, Snowpoint, Canalave, Sunyshore, Pastoria, Pokemon League, Battle Frontier (Battle, Survival and Resort Areas)

Do you need to use repels to find shiny Pokemon?
You do not need to use Repels to catch a shiny Pokemon. Shiny Pokemon are just like any other and using Repel will force them away like any other Pokemon. So every time you use Repel or anything that drives back Pokemon, you are repelling the chance of encountering a shiny Pokemon.

Too catch raikou you must first get rock smash and teach a Pokemon the move. then you go to burned tower in ecruteak and navigate it. fall through the hole and walk forward and you will find the 3 legendary dogs they will run. then get the strongest repel possible and duplicate a master ball when you find it catch it with the master ball
