You must catch Cobalion first. Here are the steps:
1. Go to Driftveil City
2. Go onto Route 6
3. Follow the route until you see The Season Research Lab
4. Keep going a little more until you can surf.
5. Surf and head right.
6. There should be a cave
7. Enter the cave (Mistaltron Cave)
8. Use Flash (Given to you in Caestlia City)
9. Using Strength, find your way in the maze, until you reach a man on 3rd floor.
10. Search the room until you find Cobalion (He is type Fighting and Steel)
11. Capture Cobalion!
Virizion
1. Go to Pinwheel Forest.
2. From Nacrene City side, head straight up until you see a narrow turning right.
3. Head through and follow the path (one leads to solarbeam)
4. Capture Virizion! (Fighting and Grass)
Terrakion
1. Go to the Pokemon League
2. Go down to Victory Road.
3. Go in the nearest entrance
4. Take the left fork.
5. There should be an Ace Trainer in sight. (If not its the right fork)
6. Head North a little until you can move right
7. There is a mini cave.
8. Go in
9. Capture Terrakion! (Fighting and Rock)

Once you do you will then be able to get to Virizion (which is in Pinwheel Forest on the northeast side of the long bridge) and then later on Terrakion (which is in the cave at Victory Road on the way to the Elite Four). Only once you have the HM03 Surf and have caught Cobalion can you find the other two legendaries Virizion and Terrakion.
