You cant go anywhere on freeplay (except work) but on story mode you can complete your sims gold and platnim wants to unlock new places, but not every one of them will unlock a location. once you unlock a new location, go to the taxi pay phone (standing on the sidewalk it would be to your left) and then click move location then click a location. but you can only use the sim YOU MADE to leave.
