you can look online for certain design ideas but, you click the house looking button while you are in the neighborhood section and click the land button. Put the largest lot somewhere on the land, and make sure it is under residential land. Name it and than enter the lot, and start building.
If you want a certain family, don't build yet. So they can buy the land cheap and than you can use cheat: motherlodeso you will have the money to make a epic home.
To put the cheat in Hold C-SHIFT-CTRL all at the same time. Type in: motherlode
and than press enter.

You have to specify the number of levels though. The house that I have has ten stories. I don't know if there's a maximum amount of levels you can build. Here's the cheat. ! Press CTRL + SHIFT + C to access the cheat window. Then type in "help". It should then list a bunch of cheats for you! The level one is on that list somewhere...I'm making the Cullen's house on the Sims 2 Double Deluxe :)
