Okay, after looking around, and trying out different things, I have finally figured it out.
You don't build parking lots!!!
When you research them they are automatically built. If you look around the grounds of your mall before researching, you will see empty spaces, with dirt in them. As you research them, parking lots are built on these lands.
The same goes for train stations. The trains are already there, but after research, the station appears.

I struggled with this but eventually figured it out. First click the 'extra' button on the left side tool bar. On the box that pops up there is the option of adding 'Basement lvl 1' click this and add it to your mall. Once you have added this go back to the tool bar on the side. Click 'facilities' and you will now have the option to add a parking lot to your mall. Hope this helped :) :) :)
