You have to keep being nice to them and pet them and be very friendly. Another way is to use this cheat:
-First type in shift, crl, c and hold that down for a second.
- then type in "testigncheatsenabled true" without the quotations
- hold shift button down and click on the stray. And see the option "add to active family" then you automatically get the pet.
