Im pretty sure you cant become friends with him, but you can get a 'SNORP' rating.....i think that means he hates you, but heay if you defeat him with the 'ratagator' you can try make friends with the birds on the ground he leaves before he jetpacs away....x)

Well, she/he is right my sim is unblocking the road, here are some hints: -Talk to grandma hattie if u done all quest it will suppose to have a ! sign above her. -Then she said find 3 friends, and find 2 local jobs....... -after that go to the place near xizzle club and.... -The rally will start and the road will unblock -That's the way to sim quarter.
