If you do not have have a good electric Pokemon yet, especially with an electric type attack, Your best chance would be to go to Dark Cave, and catch a Geodude or tading a Bellsprout to that boy in Violet City for an Onix. Make certain that you don't even attempt the gym battle, until your Rock-Type Pokemon know a rock type attack.

You probably won't win, if it doesn't. After all Falkner's pidgey may only be level 9, the Pidgeotto is a good strong level 13.

When I battled him, both my Geodude, which knew Rock Throw, and missed,as much as he hit, and my Onix, which I got from the trade, knew Rock Throw, and had a tendency to disobey at level 11. I barely won.

From my own experience, I've noticed traded Pokemon, begin to disobey at level 11, even though they grow faster.
