Go to Meteor Falls after beating the Elite Four. Go to the place where you got the TM for Iron Tail. There should be a door that leads to a large room. At the end of the room Steven is there looking for rare stones. Talk to him and you get to battle him. (I recommend you stock up on full restores and revives and have your pokemon at least level 50 or above his pokemon are around level 70)
