Go to Forttree City and go west (right) and go to the weather institute.
Go upstairs and talk to the sciencetist he says a route and if he says ''Drought means there's Groundon and follow the route.
And if he says something like rainy there's Kyogre.
Groundon is on land in a cave and Kyogre is in the sea so you have to dive
