Yes, you can install one copy of Sims 2 on as many computers as you want. However, you need the Sims 2 disc to start up the game. You can take this Disc out after you have gotten into a Neighbourhood and start up the other Sims 2, however, the Disc will be required for loading screens sometimes (Neighbourhood -> House etc.)

To get into neighbourhood mode all you have to do is click on the symbol with the three dots and it should come up with some more symbols. then click on the one with four houses on and then it will say "do you want to save the game". choose yes or no and then it will load the neighbourhood and you will be in neighbourhood mode.
