If whitelist is enabled on your server all you need to do is open the folder which contains your server and find the whitelist text file and type their names into that. You can also white-list people by opening up your "Minecraft Server Launcher", and type in the text box, (whitelist) (add) (username).
As of 19.1.17, you can't add friends on Minecraft.
There's no official friends list in Minecraft, but you on special servers there are plugins that enable you to add friends.
The white-list command is used for minecraft servers. It works on LAN servers, but isn't usually used for that purpouse. In an actual MC server, in game, anyone who is op may type "/whitlist " and that will add that person to the whitlist. Once one person is added, no one else can join the game until that person is added. "/unwhitelist " to remove, and "/ban" or "/unban" to ban a player from a server. All of these can be acsesed in a text document in the server folder.
