Firstly you have to fix the powerplant by getting the missing machine part. After you have returned the missing part to the owner of the powerplant, go to Lavender Town. Go into the radio tower on the right. In there will be an old man. Then, go to your PokeGear, and select the radio. Look for the Poke Flute Channel towards the right end of the radio signal. Do this when you are standing in front of Snorlax just outside Vermilion City. Then, when the pokeflute is playing, "talk" to Snorlax, he will wake up and you can battle him. He is at Level 50.
