There are quite a few ways, if you wish to break up with the Sim you are with, and like another Sim, flirt and build a romance relationship with another Sim while the Sim you're "going steady" with is over. If you don't like any other Sims, then there are certain things you can do to annoy them, experiment and see which one annoys the Sim the most. If this is not what you meant and that you're trying to build a higher relationship, then as I mentioned before, experiment with the Sim you're "going steady" with to see what the Sim likes.
