The only way to get to Pewter City is by travelling through Diglett's Cave. However, if you try to enter the cave, you'll notice that a Snorlax will be blocking your path. You will need to complete the Power Plant Side Quest in order to gain access. This side quest guide works for both Heartgold and Soulsilver. Here's how to do it.

NOTE: You must have all eight Johto Badges and have beaten the Elite Four. You must also be in Kanto.

Step 1. In Lavender Town, talk to the man in a brown suit in the Radio Station. He'll tell you that the Power Plant is down and he can't broadcast his channel. On that note, head North on Route 10 towards the Rock Tunnel. Traverse through the tunnel and when you get out there should be a Pokemon Center. On the far right will be a downstream river. Head down the river and you will find the Power Plant at the end.

Step 2. Inside the Power Plant, talk to the manager and he'll tell you that a missing part of his new machine was stolen, so the generator can not operate electricity. When you leave, a police officer will confront you and ask you to go to Cerulean City where the supposed 'thief' is.

Step 3. Make you way back up the stream and onto Route 9. Battle all the trainers and you'll make it to Cerulean City. Once there, head to the gym. The thief will bump into you and finally run away. Exit the gym and heal up your party of Pokemon. Then, head North of Cerulean City onto Route 24 (the first part of it should be a Golden Bridge)

Step 4. The thief will be near the couple. Talk to him and begin a battle. Defeat his Pokemon and he will tell you that the missing part of the generator is in the Cerulean Gym, behind the life preservers in the far back.

Step 6. With the stolen Machine Part in your hands, go to the Power Plant. Give the manager the Machine Part and the machine will start to work again.

Step 7. Fly back to Lavender Town and talk the man in the brown suit in the Radio Station. He'll thank you and give you an EXP. Radio Card so you can listen to the radio whether you are in Jotho or Kanto!

Step 8. Fly back to Vermilion City and head west onto Route 11. The Snorlax is blocking your path along with the Diglett's Cave. Click your Poke-GEAR and go to your Radio Card. At the top of the radio card will be the Poke Flute. (To the right will be Pokemon Music and to the left will be Pokemon Talk)

Step 9. Finally, save your progress and talk to the sleeping Snorlax. It will wake up and challenge you. It's at level 50 so be prepared. You can either capture it or make it faint.

Step 10. After the battle, the path will be cleared. You are now free to enter Diglett's Cave. There's not much in there without Rock Climb, so traverse through the cave. When you reach the end, you will be outside Pewter City. Make your way in and you will be there.
