The only way I know is that you have to get the Devon goods from the punk(Aqua Grunt in cave) who stole Peeko(Mr. Birney's wingul). Then return it after to the guy in green outside the cave. Once you do that you must go to Rustboro City and go to a big building(two doors) at the top left hand side of the town.while inside go up to the third floor and talk with the president(guy in brown) and the and only then will you get the...EXP. SHARE! ;-)
