To transfer Pokemon you need the following:
Gamecube Gameboy Advance cable.
Pokemon XD
Leafgreen
On Pokemon XD you need to have done the following:
Beaten Master Greevil
On Leafgreen you must have done the following:
Beaten the Elite Four
Fixed the Network machine by giving Celio the Ruby and Sapphire
Have your game saved in a Pokemon Center.
Connect the Gameboy Advance to the Gamecube (if you have the cable that has a switch on it, put the switch to GC).
Turn on Pokemon XD and go to the Phenac City Pokemon Center.
In the basement, talk to the lady and save your game.
Insert Leafgreen into the Gameboy Advance and when you are told to, turn on the Gameboy Advance.
Select the Pokemon to trade from XD. Then select the Pokemon to trade from Leafgreen (use the Gameboy Advance controls).
When you both agree on what Pokemon to trade press A on both systems. The trade is done!

You can't find Eevee in Pokemon Ruby, but you can trade for it from Fire Red, Leaf Green, and XD.
You will only need to beat it if you want to transfer pokemon from the games Ruby, Sapphire, Emerald, Pokemon Colosseum and Pokemon XD Gale of Darkness. You can transfer pokemon immediately to another leafgreen or a firered version using either the GBA link cable or the Wireless Adapters.
The best answer for this is to just keep it in your party. If it goes to Colosseum, XD, Fire Red, Leaf Green or if it remains in the PC then it won't ever lose it. However PokeRus is a good thing to have if you want a little boost when it comes to training your Pok
Some Pokemon can learn it regularly but since it used to be a TM it can be learned via move tutor though this move tutor isn't in ruby its in emerald and Pokemon xd gale of darkness so transfer any Pokemon you want to teach sky attack to to emerald or xd gale of darkness.
Zapdos never does learn Sky Attack. The best ways to get it to learn it, is to trade it over to either Pokemon XD or Leaf Green or Fire Red. You can also just use GameShark, I am actually looking for an easier way myself.
