It sounds like it has been manually configured to use a specific IP, but another device in the house is already connected using it.
A common default router IP address is 192.168.0.1. The DSi can't use this, as it's the router's connection. But if say the DSi has been manually configured to connect to 192.168.0.2 and your PC is using that, then again you'll get an error. So it will need to be incremented to 192.168.0.3 for example.

To connect a WiFi network you need to find the access point on your DSi first.
