you have to click freeplay then the town will come up and if you dont have a family click create a family but if you do they should be in the family section and you can see how much money they have if there is a house will the same amount of money or less you can click on the family then click on the house dragging the family with you and there youuld be an option saying would you like the (family name e.g harrisons) to move into this lot? if you click yes there you are but i you dont have enough money you can always click on an UNOCCUPIED lot and click enter this lot and you should be able to make it cheaper bu taking out the furniture

ANSWER: Click on ctrl+shift+c and the cheat box will appear then type in
"boolProp TestingCheatsEnabled true". (Caps and spaces the same except the " and ") The click on the sim+shift and click more until "make sim a vampire comes up"
