i think u have to find all of the *hidden areas* and build a cabin.... i think. i was reading this so i went to my crafting thingy and went to clothing plans and went to hat/jewlery. and saw it : marrige bennie = 7 white hibiscus and lei = 5 white hibicus
*hidden areas aremostly on the third island and not including the pirate lagoon...*

After they get to a hundred, choose the 'propose' option from the option menu when you walk up to them. It may take a few refusals for this to work, though.
