It's pretty easy.If you want to try to catch all the legends , you must defeat every region's gym and every member of the elite four in each region.=)
Let's just say you are new trainer and you started out with a some random Pokemon you pick , train it on wild Pokemon for a while and then go catch some Pokemon , battle with some gym leaders(easy ones) and try to level your newly caught Pokemon up.When your Pokemon are at least level 70 , go challenge everyone.You should then be able to get them.
(P.S. Try catching a dratini , level it up , and have it evolve all the way to DRAGONITE.Once it reaches Level 100 , it should be able to beat every thing with a hit or two.Enjoy!)
