Another way to get houndour in firered (although it is very difficult) is to snag Houndoom in Pokemon Colosseum, beat Pokemon Coloseum, trade the houndoom to Pokemon Ruby or Saphire, hatch a houndour egg, and trade the houndour to Firered.
OR you can borrow a friend's FINISHED emerald game and go 2 safari go into the additional safari area and if ur luck is there he'll pop out
first get 2 venusaurs and go to prof.oak he will make you choose Pokemon on the left is meowth on the right is bellossom and in the middle is houdour battle prof.oak first win the battle
