Well first you have to get an eevee. You can get a male eevee at level twenty on the right side of the Pokemon centre in hearthome city. From there you must travel all throughout this game until you get to Snowpoint City. From there go south through route 217. Then once you enter the area of Snowfalling go east and head upwards. There you will find a house and and a lady by the side saying that she's using her dousing machine on her poketch. Further up you will see grass ahead and an odd-looking icy stone in the middle. Examine the icy rock and level up your eevee in that area.
This will work for Pokemon Platinum, Diamond, and pearl I believe.
