Player 1 cannot be Luigi, he can only be Mario, because Mario is the main character. The other three players can be Luigi, Blue Toad or Yellow Toad, but I'm afraid player 1 can't.
The only way to play as Luigi in 1st player is to die 8 times and hit the green block then hit finish level or quit Super Guide and you can play as Luigi.
