DEF: 1800
This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by the effect of "Horus the Black Dragon LV6". As long as this card remains face-up on your side of the field, you can negate the activation and effect of any Spell Cards and destroy them.

Premature Burial Can be used on Horus the Black Flame Dragon LV4 and LV6. Horus the Black Flame Dragon LV8 can only by summoned by the effect of Horus LV6 or the spell card Level Up or Level Modulation
When Horus Lv6 destroys a monster by battle, you may send it to the Graveyard it to special summon Horus Lv8 in your end phase. Or, the card Level Up!! can bring him out too. Even though Lv6 is unaffected by spell cards, you are sending it to the Graveyard as a Cost, so you can still do it.
Monster Quick Effects that can negate things are ruled that they can be activated in the Damage Step. That includes Gladiator Beast Heraklinos, Horus the Black Flame Dragon Lv8, Light and Darkness Dragon, Stardust Dragon, and Stardust Dragon Assault Mode.That means any appropriate ones from the above are able to negate Honest.
It will stop Lv4 from attacking, and if allowed to resolve to the field, it will stop Lv8 attacking too (Lv8 could have negated it when it was first activated, but if he chose not to, then he can no longer do anything to it). Lv6 is unaffected by spell cards though, so may still declare attacks.
A best yugioh deck would be a deck that eliminates your opponents options. like a deck with jinzo and horus, the black flame dragon LV 8 both can stop your opponents spell and trap cards. also a deck with cards like needle worm can discard your opponents deck so when they have no cards left you win.
