Hi. I'm new to this, so I dont know where else to post the whole question, so I'll just post in answers.
As I was saying, I need help with my deck. I've been wanting to enter a tournament, but I don't think my deck is ready. I've looked at other ways to build decks, but I only have a handful of the necessary cards, since I'm not really allowed to buy anymore new cards. Here are the cards I currently hold :

King Dragun x1
Blue Eyes Ultimate Dragon x1
Monsters :
Blue Eyes White Dragon x3
Blue Eyes Shining Dragon x1
Paladin of White Dragon x2

Luster Dragon x1
Spells :
Monster Reborn x1
White Dragon Ritual x2
Mausoleum of the Emperor x1
Burst Stream of Destruction x1
Polymerization x2
Trade In x1
The Flute of Summoning Dragon x1

Stamping Destruction x1
Traps :
Draining Shield x1
The Dragon's Bead x1
Dragon's Rage x1
Trap Jammer x1
Magic Jammer x1
My strategy is to get my strongest monsters in the graveyard, then use monster abilities to help me summon them back, or sacrifice monsters/life points(with Mausoleum) to summon them as well. The Spell Absorption is to aid me in regaining lost life points due to the Mausoleum. The deck mostly points around my Blue Eyes family, but somewhat on the Red Eyes too. I fusion summon my Blue Eyes Ultimate. If i have my Deal with Dark Ruler as well, I use it when i send my blue eyes to the graveyard to bring Berserk Dragon out as well. Then I sacrifice Blue Eyes Ultimate for Shining. If somehow The Blue Eyes family is broken, then i pull back to my Red Eyes, which, by that time, will be near the end of the duel. Then I pull out Red Eyes Darkness to end it if the Blue Eyes are gone.
Seems a bit old, but I like it. What cards should I add/remove from it, as well as what strategy should i use in place of my own in case you find it not that good?
Cyber Dragon is Semi-Limited. You can have up to two copies of Cyber Dragon in your Deck and Side Deck combined during any official Duel or tournament.
Winged Dragon of Ra has never been distributed as part of a deck. He can be found in certain booster packs and as a promotional card in a few other things, but not as part of a deck.
No because you must send ALL of the fusion material from the main deck to the graveyard. Since one of Dragon Knight's material is any Dragon type Synchro monster you can't send it from the main deck since it would exist in the extra deck.
Lightpulsar Dragon is unlimited in the current TCG. I.e You can use 3 in a deck.
If you have a deck that needs monsters sent to the graveyard like a lightsworn deck, then you might win.

The term "best deck" is a rather vague one, but the Dragon deck with the highest chance of succeeding is definitely "Disaster Dragon." Not "Hopeless Dragon," not "Deep Draw Dragons," but "Disaster Dragon." It's a control variant that utilizes Red-Eyes Darkness Metal Dragon, Koa'ki Meiru Drago, and Prime Material Dragon to great effect.
Thousand Dragon was in Starter Deck Joey.
Hire a contractor to help you with building a wooden deck. You have no experience so you should probably get a professional's help with this difficult task.
Even after finding deck designs and acquiring the proper permits, there can still be some problems when building a deck. One factor that is sometimes overlooked is how much extra help will be needed. Building a deck will almost always require more than one person. Ensuring that help is available means that a second set of eyes can help to find mistakes and a second set of hands can make measuring and placing parts of the deck much easier and more accurate.
