This is not the same Arbiter we see in Halo 2 and Halo 3, the Arbiter in Halo Wars has little appreciation for any life, even the lives of his own people. The Arbiter we know is the one who succeded the Arbiter who is killed in Halo Wars.

Arbiter got killed after forge jammed his knife into arbiter’s throat and stabbed him in the tummy with its own energy sword. Ironic, isn’t it?
