I guess Ash will marry Misty, because how I know is I heard Misty's best friends are her togepi and Ash. Even in Misty's Song Ash and Misty sounded romantic. Besides Misty is one of my favorite Pokemon trainers.

As of now, there is no info about Kasumi appearing in Pocket Monsters Best Wishes. The only two people who will reappear are Hikari and Takeshi. However, they do not show up in Best Wishes. They show up in a one-hour special instead.
