You should have got the one for Game Cube, when they made special edition they made sure no cheats would work.
Well this game was not made when Windows Vista was around. It may work but may not be as good.

your computer might not have the correct system reccomendations for the game. lower all of the settings on the options menu if this does not work them your computer might not be good enough to play the game
Yes. You must have the disc in order for the game to work like any other game, unless it is a digital copy.
Try re-booting your console and if that doesnt work take it to a game shop to get it repaired. (or it might not have loaded)

The Fallout 3 GOTY edition is basically the normal edition with the downloadable content. I'm pretty sure you have the option to omit and add DLC's, so you should be able to add the extra content with the installer, that is as long as both your version and the GOTY versions are the same (not 100% sure about this). You can patch the game after all is installed and it should work fine.

Windows 8 and 7, being modern, can still run older games like Fallout 3. If these don't work by double clicking, you can run a compatibility mode for Windows Vista or XP on them and they will work as if you are on Vista or XP. I would not recommend trying this on Windows 10 due to it being a beta edition, but most people don't have the technical preview anyway. Good Luck!

I am currently running Fallout 3 with all DLC's and it runs fine. You may have to enter compatibility mode and disable visual themes for it to work. If you are running the game with the unofficial patch, it may not work. You can uninstall the unofficial one and patch it with the newest official one (I did this and it works).
You computer might not reach the system requirements for the game. try lowering all of the settings in the options menu. if this does not work your computer might not be able to run the game.
