In most of the Zelda games, Zelda and Link have romantic feelings for each other. In an older version, Zelda kissed Link somewhere on his face after a curtain fell down in front of them.
In Ocarina of Time, it is quite obvious, especially in the manga, that this is the most romantic and yet adventurous Zelda game of all time.
Although, if you were to refer to Twilight Princess, than no. The makers of Zelda decided to mix it up a bit and Link fell for his child hood friend, Llila.
So basically, whether or not that they are in love depends on which Zelda game you are playing. But, the overall pairing for the entire generation of games is Zelink.
