if your talking about the last level of the halo wars campaign the person they did not save was sgt john forge he and 3 Spartans where going to blow up the sun to destroy a fleet of forerunner ships the covenant were planing to take unfortunatley the arbiter and a large group of elites attacked sgt forge and the Spartans after the fight the arbiter was dead and the reactor was damaged sgt forge told the Spartans that he would handle the reactor and he took the reactor into the sun after that it shows a cutscene with the ship spirit of fire escaping the exploding sun after that is the last cutscene of the game when the captain wants professor anders to go into a cyro sleep chamber than it shows a cyro chamber with sgt forges name on it
Yes. The Arbiter is killed by Sargent Forge (by his own energy sword, ironically) while the Red Team is battling the rest of the Elites. This is not the same Arbiter we see in Halo 2 and Halo 3, the Arbiter in Halo Wars has little appreciation for any life, even the lives of his own people. The Arbiter we know is the one who succeded the Arbiter who is killed in Halo Wars.
Bruh that guy who said he got shot in the butt was an idiot who was messing with u and unwilling to help you out. the halo wars arbiter was fighting with Sargent forge and while the rest of red team (Jerome, Alice and Douglas) was fighting the elites. Arbiter got killed after forge jammed his knife into arbiter’s throat and stabbed him in the tummy with its own energy sword. Ironic, isn’t it?
Sgt Johnson died in HALO 3(last level) by the monitors laser after he tried to activateHALO (they activated the broken HALO from HALO 1 so they can destroy the Ark-activates all the HALO's). Masterchief got lasered twice short and Arbiter got lasered once long. Eventually Masterchief killed the monitor and activated HALO. He left Sgt Johnson to die because Sgt Johnson wanted to. Masterchief and Arbiter escaped in a Warthog and Drove to the Frigate.
Well in campaign you can play as the arbiter. But you cant play as the arbiter anywhere else.

Seeing as how the Arbiter is on your side, Yes!
he dies at the end Sargent forge kills him
you have to be playing skirmish, you can choose your leader by clicking on the picture of him, change him from captain cutter or forge to arbiter, when playing, the actual arbiter will not appear on the battlefield until you have built a temple
u can be under the command of the arbiter (not same 1 in halo 3), prophet of Truth, Brute Chieften, Sargent Forge, the Rebels or Serina (like Cortona) WRONG u can be sgt. forge, anders, and captin cutter, the same arbiter in haol.o 2-3,brute chieften and (the WRONG part) the prophet of REGRET, u can not be the rebels fore runners flood or serina and cortona cortona is not in halo wars @ all and halo wars is something BEFORE halo combat evoled(they are like from before halo 1) okay the first guy was actually right on who you can be except for the rebels, which is captain cutter. If you were the same arbiter in Halo wars as you are in Halo 2-3, that means there would BE no arbiter in Halo 2-3, cause in the campaign the arbiter is killed by Sergeant Forge. And i think they're coming out with an expansion where you can play as the flood.
John

Near the end of the game, right before you have to kill Tarturus, the boss of the game. After the Arbiter and his elites kill the brutes, he meets up with Sgt Johnson who is driving a scarab. They team up to kill tarturus. after that, its team humans+elites vs covenant vs flood.
Arbiter tries to kill the sergeant and keeps the girl that I forgot the name of as a hostage. So the answer is yes.
not the arbiter we know and love. it was a previous arbiter that we have no idea why he is an arbiter.
