best way to find good staff is to search for staff members with the "staff who arent willing to move" boxed ticked, and go for the highest rated staff, one who is always there is barroso a scout, one of the best, great for small teams and big teams (currently my scout for peterbrough and napoli in previous game), i currently havve filipo inzaghi as a coach and jaap stam as assistant manager, i assume former good and great players like inzaghi will be great as staff members too but at the time i was claering out my former staff members these were the best available to me, overall i would say look for the best staff members once the box has been ticked, you'll never snatch frank arnesan away from chelsea if your forest green.
