To get to the altering cave you must first beat the Elite Four and the champion once. Then go to route 103. The cave door is there. WARNING: There are only zubats there, but you can find shiny zubats so, I guess it is a trade off!

you could use a gameshark or ive heard that in emerald when you go into that new cave on rout 103 i think the more steps you take the better chance you have on getting a shiny and people trade big time for shinys
