AnswerWhile the answer above is somewhat correct, I think it needs to be answered more fully. First, the "dictionary" that governs is generally the OSPD. Also, it is important to note that there are many "place names" that are accepted words in Scrabble and are included in the OSPD, and some of those are countries. PROPER names are generally not included in the OSPD (Official Scrabble Players Dictionary). HOWEVER, when a word we might usually recognize to be a "people name" or "place name" has another meaning, it may often be found in the OSPD and, therefore, is allowed.
