Can you special summon dark armed dragon on your opponents turn?

There's no way to do it. He can't be special summoned except by the text on his card, and this can only be done in your own Main Phases.
Keep in mind he is a 'cannot be special summoned except by' monster, meaning he cannot be special summoned by any other effect, even if he was properly special summoned first.
This is not to be confused with cards that say "can only be special summoned by..", as these monsters can be revived by cards like Call of the Haunted, as long as they were properly summoned initially before they went to the graveyard.
As Dark Armed Dragon is one of the 'except by' monsters, Call of the Haunted can't be used.

Well there are many, but one of the best you can have is red-eyes darkness metal dragon. Research it if you want to now exactly why. Other than that masked dragon can be a good defense if you have 2 or more. Combo that with armed dragons lv 3 and 5 you have a combo move! (set masked dragon, let your opponent destroy it and if he can attack again special summon another, if not, special summon armed dragon lv 3. As this summon is on resolution of an Ignition Effect, Worm Yagan can only special summon itself in your own main phases. In general, only monsters with a Trigger (ie, ones that say 'when/if' something happens) can special summon themselves in the opponent's turn. So Gorz and Battle Fader can, and Pyramid Turtle can summon something in the opponent's turn too. However things like Dark Armed Dragon, or Plaguespreader Zombie, cannot.
