Can you see the hoenn starters or is it impossible to complete the hoenn pokedex?

I think you have to trade to see them. Actually, you have to trade to see lots of things in Hoenn. But it'd be worth it; you get a Johto starter for completing the Hoenn Dex.

Prof. Birch does NOT give you Kanto starters after completing the Hoenn Pokedex he actually gives you the JOHTO starters (Chikorita, Totodile and Cyndaquil) when you complete the Pokedex. But you hafta catch ALL 200 Hoenn Pokemon in order to obtain them. When you do this, Prof. Birch will call you on your Pokenav and tell you he has a surprise for you in his Lab. There you can choose one of the Johto starters.
