RuneScape is played with the mouse as the mouse is used to move your character around in the game. However, a keyboard is required to chat with other players and to rotate the view so you may see better (using the arrow keys), though if you don't mind not being able to talk and not being able to change view, a keyboard should not be necessary to play RuneScape, except for when you log in when you have to type your username and password.
With an onscreen keyboard, it may be a little complicated, but it may be just the same as having a normal keyboard. The onscreen keyboard is only used as a temporary subsitute of a real keyboard. As "awesome" as it may seem to use it all the time, it is for temporary use, so not all functions of a regular keyboard may be present on the onscreen keyboard. So, the option of rotating the camera may not be on the onscreen keyboard, so if you would like to rotate the camera, get a new keyboard.
