No. A Fusion Monster cannot be summoned from the graveyard unless it was properly special summoned first. Normally this would be Fusion Summon - the only exception are Fusion Monsters who can't be fusion summoned, like the Neos and XYZ fusions. All you need to do for those is follow their text, for them to be properly summoned. Either way, a Fusion Monster placed straight into the graveyard by Fusion Guard cannot ever be special summoned from the graveyard by any method.

Cyber Dragon and Cyber End Dragon have been reprinted multiple times with various rarities. Cyber End Dragon has been released as a Super Rare and an Ultra Rare. Cyber Dragon has been released as a Common, Super Rare, Ultra Rare, and Gold Rare. These reprintings are to help players obtain these cards more easily.A perfect example of this is the re-release of the Exodiaseries.

to get cyber end dragon you need to waste alot of money. In the card series which has cyber end dragon on the cover of pack. Don`t only buy one pack you have to buy the big box set which has thirty packs of the yu gi oh series. It will be a easier way to get cyber end dragon.
