There is no Mt. Moon in Pokemon Sapphire. There are a two other mountains, however: Mt. Pyre, and Meteor Falls (it's similar to Mt. Moon).
You cannot find a Wigglytuff in the wild, you'll have to catch a Jigglytuff in route 115 and evolve it with a Moon Stone. You can find wild Lunatones holding Moon Stones occasionally.
