The only way you can play as the Eclipse is on the Kuat level of the campaign. However you can download mods and addons to be able to use the Eclipse. For example z3r0x's FoC Addon allows the use of many ships not originally in the game. just visit http://empireatwar.filefront.com and in the search box type z3r0x and you will be able to download it to play the Eclipse in Galactic Conquest.
Yes, the Executor can be obtained in Star Wars Empire at War Forces of Corruption by playing as the Empire faction, researching the Super Star Destroyer technology, and then building the Executor-class Star Dreadnought. It is an incredibly powerful and iconic unit in the game.
You can get the Eclipse if you download the FoC Addon Mod from z3r0x. To get this go to empireatwar.filefront.com and just search for z3r0x's FoC addon. The ship is available to the Empire, not the Consortium.
Not possible without a mod. Try looking for one that includes it.

Conquest of the Nanda Empire happened in -321.
I'm not sure about the story mode (i don't play it much), but i know that you can get it in galactic conquest by leveling up and building it at a level five space station. not sure if there is a specific planet, but i usually build it at kuat, to use the Star Wars novels' famous Kuat Drive Yards. in empire at war, it is about ten or fifteen thousand credits. in forces of corruption, death star 2 is about 20 thousand credits.
