no you can't. you have to be member to fight them

u can only fight one dragon if ur not a member and its the one in "Dragon Slayer Quest"

yes you can but only in dungeoneering.although outside of dungeoneering Only members can find the green dragons. The only dragon non-members can fight outside is only during dragon slayer when you kill the evil elvarg the green dragon. but im not quite sure about what level you start seeing the green dragons

Where are dragons on RuneScape?

If you have never killed a dragon before I would suggest killing green dragons. They can be found east of clan wars in about lv 23 wild. They drop green dragon hides and dragon bones which together can be sold for about 7k, making them a pretty good way to earn money.
