First is at route 38 rating a 10 percent of finding him at each time of day except at night.The second is at route 39.Again,10 percent.The third is at route 47 at 20 percent at morning and evening.The fourth is at the safari zone before obtaining the national dex in the wetland at morning and evening.Again, at the safari zone now able to find him all day in the wetland and also in the forest with three items layed down.(I don't know what things to put down because I didn't us this way.)You will be able to put items down a little while after becoming the maneger.
