If you are asking whether or not ditto can breed with Glaceon, then yes. They do breed to make an Eevee. Now you can go and get another one of the Eeveelutions, also known as the Eevee evolutions.
Eevee + Ditto = Eevee
Eevee + any evolution of Eevee of the opposite gender = Eevee
And if you breed an Eevee with the female gender and a Ditto, it will still have the same gender rate (12.5% of Eevees are females when hatching from eggs). I'm speaking from experience here.
More females are found in the wild than from eggs in Pokémon Pearl (speaking from experience - I am not sure about the other games, but it seems to be this way in Pearl.)
To get them in the wild, speak to Mr. Backlot in the Pokémon Mansion south of Hearthome City after you get the National Dex. Save before you speak to him. If he says that an Eevee ran up an gave him a smooch, then you can use your Pokéradar to find one in the Trophy Garden. If not, then turn off your DS and speak to him again until he says that there are Eevees in his Trophy Garden.
The Trophy Garden trick works in Pokemon Diamond and Pearl, and probably Platinum.
