It's pretty much up to your opinion. In most ways they are 'evenly matched' in the games, but in reality, Shadow technically is more powerful. Sonic just has speed going for him. Shadow on the other hand has: -Speed matching Sonic -Chaos Control *with only needing one chaos emerald mind you. Sonic can only do it when Super Sonic* -Chaos Control abilities like Chaos Spear, Chaos Blast, etc -Agility -And as far as we know Shadow doesn't run out of stamina as quickly as Sonic does. So again it's kinda up to you. They are 'evenly matched' in most ways, but Shadow does have more abilities end of story xP

Other than the extra abilities in several games like Sonic Unleashed, or Sonic Colors, Sonic doesn't 'gain' powers. He always had his famous speed. Along with the ability to use the chaos emeralds to turn into Super Sonic.
Yes, Silver The Hedgehog does have transformation when having together all the 7 Chaos Emerald into one place. This has been seen in Sonic The Hedgehog (2006) for PS3 and XBOX360. As you see Sonic, Shadow, Silver The Hedgehog, when they obtain the 7 Chaos Emeralds they will all transform into Super Sonic, Super Shadow, and Super Silver.
The chaos emeralds are very powerful and even more powerful together.Once all together Sonic and Shadow can turn into Super Sonic and Super Shadow.Sonic can also cause chaos control with all 7 emeralds,but Shadow only needs 1 emerald.That's why he kicks butt. I meant what they do apart like the lime green emerald waprs with chaos control i knew all this but well done anyways

In Sonic Adventure 2 Battle, he does Chaos Control to flee from that exploding capsule and in the race/battle with Shadow, if you play as Shadow and get to far ahead then Sonic says "I'll use your...Chaos Control" and zips in front. But this is the only game that I know of where he can use Chaos Control. -- sonic has the power to use chaos control like shadow. However it is far more draining on his energy than for shadow. However the other chaos abilities such as chaos blast and chaos spear do not appear to be available to sonic.
A theory of why they are so alike is that during the time of Shadow's creation, Professor Gerald visited the ruins on Angel Island. (These ruins can be seen in the deleted Hidden Palace) There were multiple murals in the ruins showing a figure like Super Sonic fighting Perfect Chaos, this may explain the similarities between the two, and why Shadow's quills are upturned, and he has numerous chaos powers.

Shadow always keeps a chaos emerald with him and uses chaos control to teleport while sonic doesn't like too keep his emeralds handy he can teleport as well he just doesn't choose to keep an emerald nearby to do so.
