It's better to create your own account; that way, you're not getting someone else's throwaway which could have existing warnings or have been involved in past conflicts. If you are banned as a result of the past owner's misbehavior, you could potentially find yourself unable to register. It's also not possible to change a username, so you'd be stuck with the one the original owner chose.

For these reasons, it's strongly advised that you create your own account. Account activation is usually done on the same day as your registration (the activation volunteers are currently visiting daily) so it won't take long until you're able to login to the game and forums.
