Yes, it can. White Night Dragon can only negate Spells or Traps that target it. For one, Solemn Judgment does not 'target' anything, and for two, WND's negation effect is only active while it is face-up on the field after being successfully summoned. Solemn Judgment is preventing its summon.
Can you play 'Divine Wrath' on 'Ancient Gear Golem' when he is attacking to negate the effect that prevents you from activating spells or traps?
No, it is continuous and does not 'activate', Divine Wrath can only be used against monster effects that do activate. It is applied immediately, the moment it declares an attack, without using the chain. That means cards like Sakuretsu Armor cannot be used against it - if it was an effect that activates, Sakuretsu Armor could be chained to it.
