Yes he could.

But remember that to create a powerful character is extremely easy. That is all the people in DC and Marvel have done. They have loads of terrible characters who stupidly powerful, and don't obey any of the laws of physics and also don't make sense. For example Galactus can talk in space.

To create a character that people love takes a lot more skill. So yes he could beat the entire dragonball universe, but you could do the same. Make up a character and give him a power level of 100 trillion.

It makes no sense to compare different characters from different universes, if you call Galactus a character.
