All Wired Xbox 360 (Wireless for PC sold as well) Controllers have always been intended for PC use as well as console. There are drivers available, and an API developed by Microsoft called Xinput was designed to allow Windows applications to receive input from the Xbox 360 controller.

The original Xbox controllers are also USB-based, but are specially fit for the Xbox 1 and cannot be connected to a PC. It wasn't intended to be used on PC, however they can still be used through third-party adapters or through hacking, as it's technically possible for them to be converted.
