Sorry, but Phione doesn't evolve into anything. It came from a legendary, Manaphy, and Manaphy doesn't evolve, so Phione can't either. Think about it this way. You usually hatch Manaphy from an egg. Do fully evolved species come out of eggs? Nope.

Phione does not evolve into Manaphy. When you breed a Manaphy with a Ditto at the Pokémon center you can get a Phione egg. Phione can't evolve into Manaphy after that. Phione evolving into Manaphy confuses many people, and I also originally thought that too. Remember, Legendary Pokémon don't evolve!

Zekrom does not evolve. It is a legendary. No legendaries evolve, with the exception of Phione.
