The monster is counted as being 'summoned with' the modifed ATK, so it means if the monster's ATK is now high enough, cards like Trap Hole or Bottomless Trap Hole can be used against it. However the same doesn't apply to bonus giving cards which are activated. If a monster with 800 ATK is normal summoned, you couldn't use an ATK boosting card on it, and then use Trap Hole. The reason is that Trap Hole is not legal to add to that chain because the monster's ATK is not high enough - but if you're allowing the ATK boosting card to resolve, then nothing else can be added to the chain, and you can't use summon responding cards after.

The monster's ATK only matters during Damage Calculation itself. If a 'weaker' monster attacks a stronger one, but that weaker monster has an effect that boosts its ATK during Damage Calculation, then the weaker monster will survive if it then had the higher ATK. It doesn't matter that afterwards, its ATK goes back to normal - Damage Calculation is the part of the Damage Step where monsters are considered destroyed by battle, and the weaker monster had a higher ATK for that.
